SUMMARY The United States of America has developed communications equipment which can make the blind see, the deaf hear and the lame walk. It can relieve the terminally ill of all pain, without the use of any drugs. A man might retain the use of all his faculties up until the day of his death.

This communications equipment depends on a new way of looking at the human brain and neuromuscular system, and low frequency electromagnetic radiation (EMR)pulsed at extremely low frequencies (ELF).

The equipment is now operational within the Central Intelligence Agency. It is being used to torture peaceful demonstrators, to murder civilian employees of the Department of Defense who are suspected of disloyalty, and to create a race of slaves called Automatons, or what is popularly called The Manchurian Candidate.

This paper relates my experiences during the past six years, principally, since I was delivered by the White House to the CIA to become a programmed assassin or die, in a so-called terminal experiment.

This paper is about how it happened to me (and could happen to you), and about the intentions of the Central Intelligence Agency with respect to its new weaponry.

How my name got on the White House's Enemies List, along with Dan Rather and Colonel Qaddafi

In 1981, I applied to the White House for appointment to a minor, international commission. The Office of the President requested information concerning my background, and in my reply I mentioned a meeting I had with Ben Dillingham of *Honolulu, Hawaii. This meeting occurred under the following circumstances.

In April, 1976, I was living in Sydney, Australia. I received a telephone call at my _· - « office one day from a man who identified himself as Ben Dillingham. He went on to say. that he was a former Lieutenant Governor of Hawaii, and asked me to raise money in Australia for Ronald Reagan's campaign for the Presidency. I asked Mr. Dillingham how he had heard of me and he mentioned the name of the Executive Director of the American Chamber of Commerce in Australia. I asked Mr. Dillingham what his interest was in the Reagan campaign, and he replied, *Aw, shucks, I'm only trying to do a favor for a friend." I told Mr. Dillingham that I was preparing to leave Australia, but I would introduce him to a friend of mine who might be able to help him. Mr. Dillingham and the man I introduced him to got on very well together. The meeting went so well, in fact, that I confided to Dillingham afterwards that the Executive Director who had given him my name had played a cruel Joke on both of us.

The joke on me was that the Executive Director had categorized me as a right-wing fanatic of the sort who would support Ronald Reagan when, in fact, Reagan did not represent my brand of Republicism Dillingham asked roe what brand of Republicanism that was and I characterized myself as a Rockefeller Republican, conservative on economic matters but liberal on social issues. At this point (remember that this is 1976) Dillingham said to me, "Well, how do you feel about George Bush?" I vaguely knew the name but I was so surprised by the question that I stalled for time by asking him, "Who is George Bush "You know/ he said, "he's the guy who's head of the Central Intelligence Agency."

I replied that the suggestion of moving a man from the CIA to the Presidency of the United States was outrageous* If I wasn't sympathetic to the Reagan candidacy, how could he expect me to support George Bush?

I was reminded of this conversation with Ben Dillingham by the CIA in May, 1987* The conversation which had taken place eleven years eartier, the conversation which Dillingham had not forgotten, slowly came back to me.

The CIA told me that I am incredibly naive. When Ben Dillingham told me he wanted to recruit me as a favor to a friend, I just assumed he meant someone back in Honolulu. It never occurred to me that the friend the former Lieutenant Governor of Hawaii was trying to do a favor was himself a former Governor of California - Ronald Reagan.

When my application reached the White House Chief of Staff, Mr. James A. Baker, he of course consulted Ben Dillingham regarding my appointment When the antipathy I had expressed toward Ronald Reagan and George Bush became known to Mr. Baker, my name went right to the top of the White House's Enemies List Why I became a target to be "neutralized" by a White House Death Squad.

On the. basis of the remarks I made to Ben Dillingbain to 1976, my telephone was tapped and my mail was routinely opened, starting in March, 1983. I'm not certain whether this team came from George Bush's National Security Planning Group or was one of the proactive counter-terrorist organizations run by Major Oliver North from the basement of the White House in either case the team was under-the-direction of the National Security Council Where it came from depends on the identity of a man whos employment I have not been able to trace.

It was quickly learned that I come from a privileged home* At the time of the investigation I was estranged from my father. This "profile* suggested to Mr. Baker a resemblance between me and John Hinckley, Jr., the boy who attempted to assassinate Ronald Reagan in March, 1981. Furthermore, I was living in Los Angeles, not too far from the President's ranch in Santa Barbara Baker's assessment of me as someone to be "neutralized" was sealed. For the fact that such simplistic assessments were routinely being made in the White House after John Hinckley's attempt on the President's life, we have no less an authority than Bob Woodward. Under the rubric "continuity of government~ the Federal Emergegency Management Agency assumed authority to "neutralize" White House even with the blessing of Attorney General William French Smith,. Major 01 North was the National Security Council's liaison with FEMA.

The Reagan presidency, from the inside, would never be the same. That sense of peril, that anyone or anything might strike - terrorists, a quick move from the Soviets, other adversaries - became a permanent ingrained maxim of Administration policy.

Nowhere was this more true. or more deeply felt, than in the office of the DCI Casey immediately realized that an unanticipated part of his job was protecting the President Whenever an intelligence report was received about some plot against Reagan - however bizarre or improbable - Casey followed up.

The operations people and the analysts often responded that such reports were not be taken seriously and generally amounted to nothing more than two guys in a bar in Tanzania saying they would like to shoot Reagan* "I want a team on it," Casey ordered after each report And it was Just this casually that the decision was made to "neutralize" me - by murder in a manner which leaves no traces*

What are behavior control experiments?

The Central Intelligence Agency has a forty-year histoly of experiments to_ discover a means of controlling the behavior of human beings* In fact it would be no exaggeration of the evidence to state that the corporate culture of the CIA is the control of human beings.

The control of human beings is the common thread running through all the activities of the Agency. The analysis of the information which human sources provide has become a minor issue- This is precisely why Admiral Inman resigned as Deputy Director in 1982.

The CIA has researched many different means of controlling human behavior Psychotropic drugs are one of them. The CIA virtually commanded the world supply of L.S.D. from the time it was discovered By funding a nationwide research the CIA led hundreds of research psychologists and psychiatrists into the use of drugs as a way of life. With that initial impetus, the United States has become a drug-wracked country.

Among the many to whom the CIA freely made this drug available was Timothy Leary, then a distinguished professor of psychology at Harvard University. Dr. Leary, under the influence of L.S.D., became the guru of the counterculture, advising a whole generation of university students to Tune in. Turn on. Drop out"

This paper, then, deals with the behavior control experiments of the CIA since 1976, when it was under the Directorship of George H.W. Bush.

I have a diary of more than 150 pages which merely covers the White House's effort to "neutralize" me, because of the imagined resemblance I had to John Hinckley, Jr. The purpose of the White House's program has been to destroy human beings who are imagined to be a threat to the President.

In order to do this, the subject is violently attacked with a whole range of weapons including ELF communications equipment The process was designed to be extremely stressful so that death by accident, self-inflicted injury or heart attack would be a real possibility.

Furthermore, there is the probability the subject will react violently, and lethal force can be justified. This is in fact the desired outcome - to force the subject to become violent and to murder him in self-defense. Or There is a code word associated with the White House's "neutralization" program, and that code word is DAKOTA.

When the White House's Death Squad failed to murder me in a manner which would leave no traces, I was transferred to the CIA for professional treatment I will attempt to give you the flavor of what has happened to me since then and what I have learned about the ClA's intentions.

One of the weapons is a transmitter which broadcasts on the frequency of the human nervous system. It employs electro-magnetic radiation (EMR) of low frequency, pulsed at extremely low frequencies (ELF). The nervous system is not only the seat of the senses but also the source of all pain.

What I refer to as a transmitter is in fact a device for torturing people, physically and mentally, at a distance.

The process which the ELF weapon employs is described in a paper titled. The Electromagnetic Spectrum in Low-Intensity Conflict, by Capt Paul E. Tyier, Medical Command, United States Navy. His paper, presented at least a year after the murder which leaves no traces had already been perfected, sets forth the conceptual basis from which the development of ELF weaponry began. It is worth reading. Captain Tyler's paper was presented at a workshop, conducted by Air University Center for Aerospace Doctrine, Research, and Education in March, 1984.

His paper is included in a collection titled. "Low-intensity Conflict and Modern Technology, edited by Lt. Col. David J. Dean, United States Air Force, and published by Air University Press. The politics behind the development of the ELF weaponry and how it has been used.

My experience of the ELF weaponry began with some inexplicable sensations in 1983. The audible conununications did not begin until February, 1985** Since that time I have been subjected to a non-stop line of verbal abuse which continues every waking minute, 365 days a year, including the day recently when the 200th Anmversaiy of the Constitution was celebrated Just a few blocks from my home. The audible communications and physical pain continue, even as I write these words.

During the period from February until October, 1985, I was handled by a number of different, outside consultants. Since their job was to keep up a continuous barrage of psychopathic chatter, some of them lasted only a matter of hours, and occasionally it was possible to have a coherent conversation with one of them for several minutes. I don't think the longest such conversation lasted more than five minutes, and I was cruelly tortured for it afterwards.

It was during this period that I was told that the purpose of the project is to turn human beings into Automatons. ("we want you to find out if you can learn to cooperate with someone whom you have come to loathe and despise.") Becker, '' Gary Selden, Morrow, N.Y, 1985, particuly pages 317 et seq.) was meant, and suggested that my handler had meant zombie, or robot He was adamant that he had meant Automaton, nothing more or less.

On another occasion, I was given the rationale behind the development of the device. Mr. Casey went to the President in 1981 and argued with him that the KGB able to control the Russian people through force and the fear of force.

The American people will never accept the use of force but they have accepted persuasion. which I been institutionalized in the advertising industry. Since the American people have accepted persuasion as a legitimate form of control, they will accept the use of ELF communications to control targeted populations People who are imagined to resemble John Hinckley, Jr" were one, targeted population.

This was the significance of the Bork nomination to the Supreme Court, and ~ President Reagan was willing to go all the way to a vote in the Senate with him The point is not that Bork is against abortion; the point is that Griswold v. Gonn was decided on the basis of an implied right to privacy in the 9th Amendment Bork has argued endlessly that the American people have no right, implied or otherwise, to privacy.

Establishment of this point of view on the Supreme Court will enable the CIA to torture any citizen in the "privacy" of his own home, as I have been tortured for six years now without any fear of judicial reprisal.

During the Summer of 1985, I began to keep an eye on the newspapers in an effort to determine how Mr. Casey was going to use this new weapon device on the world stage.

In November, I came across the curious case of Vitaly Yurchenko, who supposedly defected to United States because he was lovesick for a woman he had an afair with many years ago. At least, this was the CIA story. I have absolutely no doubt that Yurchenko was in fact kidnapped as he claimed, and held for three months against his will, because the team of handlers who managed him were trained on me during the Summer of 1985.

Yurchenko was kidnapped because it was believed that once in the United States he could be blackmailed into remaining by threats that his name would be tied to the exposure of Soviet spies, such as Edward Lee Howard and Robert W. Petton, whose identities was already known to the American intelligence community. The blackmail failed because the CIA is incapable of comprehending ideology as a serious motivating force in anyone. (Or pride, or honor, or convictions of any nature, for that matter.~

Yurchenko was kidnapped for another reason, as well. We had a President whose only known intellectual activity consists of reading the novels of Louis L'Amour His most influential advisor is an astrologer living in San Francisco Kidnapping people is something which he can comprehend!

Fawiz Younis was admittedly kidnapped by the FBI in September, 1987. I am not interested in Mr. Younis' politics or the act for which we was convicted: I consider any use of ELF weaponry whatsoever to constitute a crime against humanity*

Since Mr. Youms* kidnapping, there has also been the admitted kidnapping Carlos Lchder, and discussions at the very highest level of government of kidnapping General Nonega from Panama. (Tanama Planning Divu ged," International Herald

Consideration of a kidnapping by the State Department and the National Security Planning Group would have been inconceivable before the development of ELF weaponry.

The Reagan administration will be remembered for having embraced the terrorism which it professed to abhor, for consciously reorganizing first the FBI, then the CIA along the lines of organized crime, complete with off-the-shelf front organizations secret bank accounts in Switzerland, and alibis (now called "plausible deniability), and for having raised kidnapping to an instrument of American, foreign policy.

Another type of CIA operation employing ELF communications weaponry has so far resulted in the "suicide" of twenty-five British scientists employed by Marconi Underwater Systems and related companies. The connection between underwater research and the human nervous system is that the United States uses ELF radio (at 76 Hz.) to communicate with its nuclear submarines at sea. This is the same section of the electromagnetic spectrum that ELF weaponry employs.

Possibly, the British scientists were murdered because they began to pick up some long wave broadcasting from the CIA's attacks on British women protesting the presence of American cruise missiles at Greennam Common Air Force Base, and became too curious about its origin and purpose.

Possibly, the scientists were murdered because Britain leads the world in an arcane field called Computational Fluid Dynamics- The United States is struggling desperately to catch up. Perhaps the CIA attempted to recruit these scientists to spy for the United States and they refused, and were murdered to prevent their disclosing the solicitation. In fact, now that the Cold War has unwound, the CIA is promoting a mission for itself in industrial espionage.

There may be another reason for the CIA to murder the Marconi scientists well Possibly some of the scientists were working on Star Wars projects (perhaps development of directed energy weapons), became suspected of having qualms about work they were doing, and were murdered to prevent the possibility they might talking the press.

As a practical matter, there would be no way for United States to prevent them talking until after the fact. Furthermore, it might be difficult to get British citizens convicted in British courts for exposing American defense secrets.

Younis was kiddnapped by the FBI to circumvent the difficult in gaining extradition from Eropean countries to the United States, but Younis was only one person. Would it have been possible to kidnap the number of British scientists who have been murdered?

No matter what its motive, however, I know the CIA murdered some of the British scientists because in three cases in particular the detaiIs the murders were choreographed on me, several months before their "suicides" took place.

How the ELF technology has been used in in effort which must end with my becoming a programmed assassin, or my death.

In October, 1985, after the failure of the Yurchenko kiddnapping, the CIA began in earnest its effort to brainwash me with the new, ELF weaponry. This effort ran continuously until November, 1986. Unfortunately, it is not possible to completely describe what was said without resorting to some of the repulsive language which was used.

To the steady stream of humiliation, ridicule and contempt (and physical pain) which had been transmitted at me every waking minute during the proceeding eight months, several new elements were added. One of these elements was the Joy my CIA handlers take in fucking their children, of both sexes.

Over the course of the year I was told for hours every day how they entice their children into sexual relationships, what they do to them, and about the pleasure they derive from this practice.

Another aspect of these transmissions was the pleasure my CIA handlers derive from peeing on their wives; but they seemed to prefer to talk about fucking their children.

Another new element in their transmissions was ni**ers. Ni*gers have big dicks, ni*gers smell bad, ni*gers steal, etc. If I only knew where their transmitter was located, I'd understand the way they feel about ni*gers! I live in a racially mixed neighborhood and consequently, when I was out in the streets, there were innumerable opportunities (Their transmitter was located in the Eastern Regional Headquarters of the U.S. Post Office, directly across Rittenhouse Square from where I live. Presumably it still is.) for the most virulently racist filth I have ever heard.

The racist filth was terminated abruptly suspended during the Summer of 1986, only to resumed in October, as part of a new harangue, with this interesting differences instead of we hate ni*gers' the new harangue was that I hate ni*gers, and I was told 'you think .ni*gers have big dicks 'you think ni*gers smell bad/ etc.

The racist filth was abruptly suspended during the Summer of 1986 for a very specific reason: an Agent from the FBI came out to interview me in August, and he was black. In other words, in order to "neutralize" me, the CIA was willing to have me go out and murder a black person, anybody, at random. The racist filth stopped during the summer of 1986, because the CIA became afraid I might murder the black FBI Agent who was about to contact me instead of some poor black at random. This is what black people and Human life mean to the Ronald Reagans and George Bushes of this world.

Each year has been marked by its own particular character. I am being brainwashed by a program funded on the basis of the Federal fiscal year!

There are bureaucrats out there now preparing a budget for next year's program, which will begin on October 1,1990. Such is the banality of evil

As I said, Federal fiscal year 1985-86 was marked by an effort to talk me to death with the grossest fifth I have ever heard.

Federal fiscal year 1986-87 was marked by what I call interventions. If I needed to get my shoes repaired, for instance the CIA would remind me of a shoe repair I had passed, which they knew had since closed or moved away. Anything at all which I needed to do, the CIA would attempt to make certain it was as difficult as possible to accomplish.

In May of 1987 the CIA took delivery of some neural networking computers. They started to write a critical path of my life, so that their interventions would be more effective. This is a project which still absorbs them, but the character of Federal fiscal year 1987-8 was one of what I came to call pseudo-interventions.

During the previous Federal fiscal year the CIA had merely intervened in my plans with suggestions designed to impede my progress. During Federal fiscal year 1987- 8 they began to suggest courses of action to me which they knew at the outset could be frustrated before completion. That's why I call them pseudo-interventions; because they weren't courses of action I would ordinarily have been perusing anyhow, but I wasn't supposed to notice that.

Concurrently, the CIA increased the confusion I was subject to. This is an attack directly on the brain itself, and essentially interferes with short-term memory. The CIA told me that they had to do this or I would see through their intentions in five minutes. That is correct. As far as I can determine my handlers are functional imbeciles, because of severe, structural personality disorders. This has been true, without exception, of every handler I have had: they have all been so disordered as to be unemployable except by an organization with the intentions and ethics of the CIA.

The hallmark of the Federal Fiscal year 1988-89 was the counter-agenda. This is a step beyond the pseudo interventions. The point is to make pseudo interventions designed to defeat any particular agenda I am following. In other words, instead of (This is why Yurchenko said he had been drugged. The effect is similar.) merely adding a few activities I wouldn't ordinarily be engaged in to my calendar, an effort is being made to rearrange my whole day so that the outcome is to the advantage of the CIA and not me. This is the logical development of all the critical path planninning which has taken place since May, 1987.

Why I am still alive and able to write this synopsis of events.

The fact that I am still alive and writing this after many years of a treatment which makes Stalin's gulags resemble a type of winter resort, may make some readers wonder how I have survived. I have survived by discovering for myself some advice which Solzhenitsyn is said to have given for surviving Stalin's gulags.

I can confirm that it holds equally true for Reagan's gulags of the ELF weaponry, and I am certain that it will hold true for George Bush's gulags too: "Never believe them. Never fear them. Never ask for anything."

The fact that I am still alive also has something to do with the simplistic thinking which went into Mr. James A. Baker's assessment of me in the first place. I am not homicidal or suicidal. The CIA may murder me, but I will never become anybody's Automaton.

Another reason I am alive has to do with the diary I kept during the months when the White House was trying to "neutralize" me. In this diary, a number of license plates.

There have been a number of attempts on my life« employing quite conventional weapons' since the inauguration of George Herbert Walker Bush. were noted which can be traced back to the White House itself. The CIA does not know how many copies of the diary I circulated.

There are even some more interesting (because less obvious) reasons I am still alive. There were, unquestionably, some perverts in the Reagan Administration, at the very highest levels of government, under whose patronage the Death Squads began roaming the country looking for people who had an imagined resemblance to John Hinckley, Jr.

I have been led to believe, and do believe, that during his lifetime William Casey made available to Ronald Reagan, on a daily basis, reports on the progress of the torture of human beings with the ELF weaponry.

I have been lead to believe and do believe, that Judge Webster continued the practice of his predecessor in this regard I have no doubt that the same information was made available to other perverts in the Reagan Administration, as a reward for their patronage of the CIA.

The experiments on human beings have now continued into the Administration of George Herbert Walker Bush, one of the earliest patrons of experiments on unsuspecting human beings.

I have no doubt that the daily report continues to be disseminated to other high-ranking perverts in his administration because it is very clear that without the patronage of perverts in high places, there would be no Death Squads working out of the White House, and no terminal experiments on human beings of a type which were condemned by the world at Nuremberg, many years ago.

I am still alive because the process of torture is gratifying the perversion of many highly placed officials in the Bush Aministration without their sexual interest in me, I am certain some way would have been found to stop Judge Webster's terminal experiments, because they have clearly failed. (I certaily would not be writing this if behavior control was possible)

In the political realm, the mental and physical torture continues in an effort to deny the fact that Ronald Wilson Reagan and George Herbert Walker Bush are the most ignrant and evil men ever to become President of the United States of America, and in an effort to deny that their attitude, that the Constitution is for suckers, has oozed down thoughout the Executive branch of the government.

Conclusion:

So far I have just given a view of the terminal experiments which are being conducted me. (and many others as well) But, the ELF weaponry has other purposes besides torturing and murdering people. We have all seen it to great effect during the recent Presidential election, for instance. George Bush had his voice deepened, his gestures made more appropriate to the content of his speeches, and generally appeared to be more relaxed than his ever been. Dan Quale was eased through a television debateby having the words put right in his mouth, at the appropriate moment. Like wise, the man who otherwise would have become President of the United States found it impossible to Relax. He felt unusually tired. Prior to the experiences related to this report, the most radical activity the author had engaged in was donating a small sum of money to The American Friends Service Comitee.

All together, the author was not somone whom could have been costued to be a threat to Nationl Security very easily.

However, now he is. The author advocates an International treaty prohibiting the use of elecromagnetic weapons, the impeachment of George H.W. Bush for acts of treason in pursuing the office of President and the neutralazation of the Central Intelligece Agency.

The author predicts, now that the united States has not even an imaginary enemy left, that perverts in high places will turn the United States into a mass rubble and stinking corpses, in an act of national suicide.
